APPROVAL TO REMOVE PROPERTY FROM FORFEITED SALE LIST AND SELL TO THE RICE COUNTY HRA FOR AN AUTHORIZED PUBLIC PURPOSE

 

 

WHEREAS, Parcel 18.30.4.26.210, located at 1004 Central Avenue North in the City of Faribault, County of Rice, and described as the East 75 feet of Lot 9 in Block 22, North Faribault,  has been included on the List of Tax-Forfeited Land for Public Sale #2017-01 to be sold at public auction on September 13, 2017 at 10 a.m. with an appraised value of $19,320.00; and

 

WHEREAS, the Rice County Housing and Redevelopment Authority has documented a specific plan to develop needed affordable housing on this parcel; and

 

WHEREAS, The Rice County Board of Commissioners acknowledges the need for additional affordable housing in Rice County; and

 

WHEREAS, the City of Faribault has certified $13,711.52 in special assessments to Rice County for collection said parcel; and

 

WHEREAS, any proceeds from the public sale must be used to pay any outstanding special assessments on the parcel,

 

NOW, THEREFORE, BE IT RESOLVED, that the Rice County Board of Commissioners hereby approved the sale of said parcel to the Rice County Housing and Redevelopment Authority for the authorized public purpose of affordable housing as permitted by M.S. 282.01, subd. 1a, par. d, for the amount of $13,711.52 plus the additional fees needed for transferring the property.

Good morning.i just have three items.the first item is i'm seeking adoption of resolution 17-042,and that's the approval toremove property from theforfeited sale list -- that's the 1004 central avenue property-- and in order to sell it tothe rice county hra for anauthorized pubic purpose. And the purpose was to transferthat to the hra.

Aye.>> opposed, same sign.motion carried.>> next item, i'm seeking your approval of adoption ofresolution 17-041, and that's aresolution for levying specialassessments on various rice county drainage systems. The terms of this would be -- wewould try to send out noticesthis week and allow people to pay balances up to -- I believeit's December 1st -- withoutinterest. And if it's under $100, we would bill. If they don't pay by thedecember 1st date, we would billthat in entirety if it's over $100, and we would spread it outover 5 years to make itaffordable. And the interest rate would be 3%. So i'm seeking approval forresolution 17-041 and wouldanswer any questions. And most of this is levies toreplenish ditch funds formaintenance, for cleanouts, foradministrative costs, for some of the redeterminations thatwe've done, also on countyditch 9, 30, and 31. We will be sending out a check shortly before we send outthis notice of the damages thatwere due to landowners for thoseredetermination projects. So they should get a check, andthen they'll get a bill from usthe same week.

Go ahead, commissionerdocken.>> well, and the purpose of that is obviously so that they canknow that they can pay it in itsentirety, so they would beoffsetting any kind of income is kind of the deal. I think that that was a requesta while ago, that you don't haveto pay tax on it this one year, and then come around and pay theassessment the next year. Why not be able to do it both inthe same year? So it made a lot of sense to doit that way.
