TRANSPORTATION ECONOMIC DEVELOPMENT

INFRASTRUCTURE (TEDI) PROGRAM APPLICATION

 

 

BE IT RESOLVED that Rice County act as the legal sponsor for project(s) contained in the Transportation Economic Development Infrastructure (TEDI) Program Application to be submitted on September 15, 2017 and that Dennis Luebbe, P.E., Rice County Engineer and Kathy Feldbrugge, Rice County Economic Development Director, are hereby authorized to apply to the Department of Employment and Economic Development for funding of this project on behalf of Rice County.

 

BE IT FURTHER RESOLVED that Rice County has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure matching funds, adequate construction, operation, maintenance and replacement of the proposed project for its design life.

 

BE IT FURTHER RESOLVED that Rice County has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice.

 

BE IT FURTHER RESOLVED that upon approval of its application by the state, Rice County may enter into an agreement with the State of Minnesota for the above-referenced project(s), and that it will comply with all applicable laws and regulations as stated in all contract agreements.

 

BE IT FURTHER RESOLVED that, Rice County has committed $ 2,060,000 towards the local match requirement.

 

BE IT FURTHER RESOLVED that, Rice County confirms that all funding necessary for the project is secured and Rice County will provide funds to complete the project.

 

BE IT FURTHER RESOLVED that Rice County will the repay the grant if milestones are not realized by the completion date identified in the Application.

 

Rice County certifies that it will comply with all applicable laws, regulations, and rules of the Application.

 

BE IT FURTHER RESOLVED that the sources and uses, private investors, equity, and other financing commitments represented in the attached document are accurate.

 

NOW, THEREFORE BE IT RESOLVED that Dennis Luebbe, P.E., Rice County Engineer and Kathy Feldbrugge, Rice County Economic Development Director, or their successors, are hereby authorized to execute such agreements, and amendments thereto, as are necessary to implement the project(s) on behalf of the applicant.

 

 

I CERTIFY THAT the above resolution was adopted by the Rice County Board of Commissioners on September 12, 2017.

We also received a letter ofcommitment from troy zabinskiand matt khan where they are willing to contribute $50,000 incash out of their bottom line tohelp us secure a grant andultimately deliver a project that is north of there, northof their corporate headquarters. So great opportunity for us,great willingness on their part to help us gain a leg up on thecompetition. There's only $4. 2 million, ithink, in this grant pool for statewide. And we're asking for half amillion. Keep our fingers crossed and wish us luck. This resolution's required sothe board can support thatapplication.

A couple items for you today.the first is, as you know, weselected a local jurisdictionfor the state buffer requirements for enforcement ofthose requirements. And with that, then the nextstep is rice county adopting a local ordinance. The state did come out with amodel ordinance, and trent waskind enough to draft that into the rice county format with someminor changes to that. We have sent it to the state forreview. But in the meantime, we wouldlike the board to set the publichearing in front of the planningcommission for October 5th at 7:05 p.m.

Opposed, same sign.motion carried.>> the next item I have is solidwaste related. if you recall, there is alandfill shop building that's uptowards sort of the landfillarea. It's that old building. It's used for the landfill crew. That is in need of some repair. Currently, the roof -- rainwater is totally leaking into thebuilding, the light fixtures andall of that, and jake can attestto that. And he was kind enough to get usa proposal from met-con toreroof over the existing metalroof for the amount of $28,844. We currently do have a projectin 2017, the capital projectthat we are actually moving tothe 2018 budget. So there is $30,000 of capitalavailable in our regular budgetthis year that could be used forthis purpose.
